Boiler service or gas safety check: what is the difference?

← Back to Boiler Help & Advice

A boiler service and a landlord gas-safety check are not the same job. They overlap because both involve safe operation, but they have different purposes, scopes and paperwork. Booking one and assuming it automatically covers the other can leave a boiler poorly maintained or a landlord without the record required by law.

This guide explains the difference in plain English, what normally happens during each visit and what homeowners, landlords and tenants should ask for.

The short answer

  • A boiler service is maintenance carried out in line with the appliance manufacturer’s instructions. Its purpose is to keep the boiler operating safely, reliably and efficiently and to identify wear or maintenance needs.
  • A gas-safety check determines whether gas appliances and flues are safe at the time of inspection. For relevant rented homes, the landlord must arrange the statutory annual check and provide the required record.

HSE explicitly warns landlords not to assume that a service automatically meets the gas-safety-check requirement or that a safety check alone provides effective maintenance.

What happens during a boiler service?

The engineer should follow the service instructions for the exact boiler. The work varies by model, age, condition and the manufacturer’s schedule, so a Baxi service may not be identical to a Worcester Bosch or Ideal service.

Baxi describes a typical annual service as beginning with a visual check of the boiler and associated pipework, followed by operating checks and an internal inspection. Its published checklist includes gas pressure and flow, flue and combustion, electrical connections, fans and key components, seals, electrodes, safety devices, the condensate trap and pipe, and water and gas pipework. Cleaning is performed where the instructions and condition require it.

A competent service may therefore include:

  • asking about faults, lockouts, noises or pressure loss;
  • checking the boiler location, visible pipework and signs of leaks or corrosion;
  • operating the heating and hot water to confirm performance;
  • checking the flue route and terminal where accessible;
  • testing combustion with suitable instruments where required;
  • examining seals, safety devices and relevant internal parts;
  • cleaning or replacing service items when the manufacturer’s instructions require it;
  • checking the condensate route and system condition;
  • recording results and advising on defects or maintenance.

A service is not a promise that the boiler cannot break down later. It is a planned maintenance visit based on its condition at the time.

What is a landlord gas-safety check?

Under the Gas Safety (Installation and Use) Regulations, relevant landlords must arrange an annual safety check for gas appliances and flues they provide. The check must be completed by a suitably qualified Gas Safe registered engineer.

The visit focuses on prescribed gas-safety matters. The engineer records the appliances and flues checked, the results, any defects and remedial action, plus their Gas Safe details and the date. The resulting document is commonly called a Landlord Gas Safety Record or CP12.

HSE says existing tenants must receive a copy within 28 days of the check and new tenants must receive one before moving in. The landlord must retain the record for at least two years.

Does a gas-safety check include cleaning the boiler?

Not necessarily. Gas Safe Register describes a safety check as basic safety-function and condition checks to determine safety at that time, while servicing maintains the appliance so it can perform safely and efficiently in line with manufacturer instructions. Cleaning is associated with servicing rather than automatically included in every safety check.

If the engineer finds a defect, they should explain the classification and required action. Repair work, replacement parts or a full service may be charged separately unless the booking says otherwise.

Can both be completed in one visit?

Yes. Many landlords arrange a full boiler service and the statutory gas-safety check together. That can be efficient, but the booking must clearly request both and the engineer must complete the required record.

Before the appointment, ask:

  • Does the price include a manufacturer-led boiler service?
  • Does it include the landlord gas-safety check and record?
  • How many gas appliances and flues are included?
  • Are a gas fire, hob or other landlord-provided appliances also due?
  • Are replacement parts and repairs excluded?

Do not rely on the phrase “annual boiler check”. Ask for the exact service and document you need.

What does a homeowner need?

An owner-occupier does not normally need a landlord gas-safety record for their own home. They should still have gas appliances maintained and serviced at the interval specified by the manufacturer, commonly annually, using a Gas Safe registered engineer qualified for that work.

Annual servicing may also be a condition of a manufacturer warranty. Check the current terms for your Baxi, Worcester Bosch or Ideal boiler and keep the service record, invoice and Benchmark documentation.

What does a landlord need?

A landlord’s obligations go beyond obtaining a certificate. HSE says landlords are responsible for maintaining gas appliances, fittings and flues they provide in a safe condition and arranging the annual safety check. A safety record is evidence of the check; it does not replace repairs or maintenance.

The annual check can be carried out during the two months before the deadline while preserving the existing expiry date, if the landlord follows the flexible timing rules. This helps avoid losing part of the annual cycle, but it does not permit the deadline to be missed.

Landlords should also:

  • keep access attempts and tenant communications documented;
  • give tenants the record within the required period;
  • act promptly on defects and alarm reports;
  • make clear in managing-agent contracts who arranges checks, maintenance and records;
  • check the rules for carbon-monoxide alarms in the property’s nation.

What should a tenant expect?

A tenant should receive the current gas-safety record before moving in or within 28 days of an annual check. They should allow reasonable access for properly arranged safety work, report faults promptly and follow any warning not to use an unsafe appliance.

Tenants should not remove a boiler case, reconnect an appliance that has been isolated or arrange unauthorised internal repairs. If a landlord does not respond to a gas-safety concern, HSE and the local authority provide routes for advice.

How to check the engineer

Gas Safe registration is legally required for gas work, but registration alone does not mean every engineer holds every work category. Check the engineer’s ID card:

  • the front confirms identity and expiry;
  • the back lists the gas types and appliance categories they are qualified to work on.

You can also verify the business and engineer through the official Gas Safe Register. Ask before work begins if the appointment covers servicing, a landlord check or both.

How long should the appointment take?

There is no reliable universal duration. It depends on appliance access, number of appliances, model, condition and whether servicing and safety certification are combined. Baxi says most boiler services take around half an hour, while Worcester Bosch describes a typical range of roughly 30 to 60 minutes. A rushed visit is not automatically inadequate, but the work and recorded results should match the manufacturer’s requirements and the booked scope.

What paperwork should you receive?

After a boiler service

Expect a service report or checklist describing the appliance, tests, observations and any work recommended. Keep it with the boiler documents because a future warranty claim may require evidence of servicing.

After a landlord gas-safety check

The landlord must receive the formal gas-safety record containing the required details. A service invoice headed “boiler service” is not automatically a substitute.

If both jobs were booked, keep both the service evidence and the gas-safety record.

Incredaboil customers receive all paperwork digitally so theres no chance of fading or loss- vital if ever needed to prove compliance

Does passing a gas-safety check mean no repairs are needed?

No. A boiler can satisfy the safety checks at the time yet still have maintenance needs, intermittent faults or worn parts. Conversely, a service may uncover a safety defect that requires the appliance to be classified and dealt with under gas-industry procedures.

Safety, reliability and efficiency overlap, but they are not identical.

Does a boiler warranty require a service or a safety check?

Manufacturer warranties typically refer to annual servicing by a Gas Safe registered engineer, not merely a landlord safety certificate. Terms vary by product and promotion. Check your specific boilers warranty documents rather than relying on a general assumption.

Common booking mistakes

  • Booking the cheapest “check” without confirming whether it is a service.
  • Assuming a boiler service covers every other gas appliance in a rental property.
  • Receiving an invoice but not the statutory landlord record.
  • Using an engineer who is registered but not qualified for that appliance category.
  • Waiting for the annual visit despite an active fault, leak, soot or carbon-monoxide alarm.
  • Treating the safety record as proof that future maintenance is unnecessary.

When not to wait for the annual appointment

Arrange prompt professional help if the boiler repeatedly locks out, loses pressure, leaks, produces soot or unusual staining, or shows signs of flue damage. If a carbon-monoxide alarm sounds or anyone has possible symptoms, leave the property, seek medical advice and call the gas emergency service where appropriate. Do not wait for a scheduled service.

Frequently asked questions

Is a CP12 the same as a boiler service?

No. A CP12 is a commonly used name for a landlord gas-safety record. A service is manufacturer-led maintenance. They can be completed together but must be booked and documented correctly.

Can my regular plumber issue a gas-safety record?

Only if they are Gas Safe registered and hold the appropriate qualifications for the appliances and work involved. Check the back of the engineers Gas Safe card or online to confirm they are qualified on the appliances required.

Must landlords service the boiler every year?

The legal duties are to maintain landlord-provided gas equipment safely and complete the required annual safety checks. HSE warns that a safety check alone may not provide effective maintenance. Manufacturer instructions commonly specify annual servicing, which may also protect warranty cover.

Can a service be done after the gas-safety certificate expires?

A service does not extend the statutory safety-check deadline. Landlords must keep the annual check valid and should plan access in advance.
